Holland, OH – November 18, 2025 – The Douglas Company is pleased to announce the start of construction on Seton Square Portsmouth, a new 57-unit senior apartment community located in West Portsmouth, Ohio. Construction is scheduled to begin the first week of November, with completion anticipated in early 2027.
The three-story, 48,930-square-foot development represents a $13.9 million investment and is being developed through a partnership between Borror Development and Seton Development, Inc, an affiliate of the Catholic Diocese of Columbus. The project was designed by Archall Architects and marks The Douglas Company’s first collaboration with both the ownership group and architect.
Seton Square Portsmouth is being developed through a combination of public and private funding sources, including a $10.2 million award from the U.S. Department of Housing and Urban Development’s Section 202 Program—one of the largest grants awarded in Ohio. The project also received funding from the Ohio Housing Finance Agency (OHFA), as well as an equity investment from Ohio Capital Corporation for Housing (OCCH) of $8m, Ohio Capital Finance Corporation (OCFC) loan capital of $3m, and a philanthropic grant from Ohio Capital Investment Corporation (OCIC). Together, these resources are helping bring to life a community designed to provide affordable, high-quality rental housing for low-income seniors earning at or below 60% of the Area Median Income (AMI). Seton Square Portsmouth represents a strong partnership and shared commitment to expanding housing opportunities for seniors in southern Ohio.
Located in West Portsmouth, in Scioto County, the community was strategically sited for its proximity to essential neighborhood amenities, including a senior center, grocery store, and public parks.
Planned amenities for residents include:
- A welcoming community room for gatherings and activities
- A fitness center to support wellness and independence
- An outdoor walking path and raised garden beds
- Convenient scooter storage
