Introducing Seton Square Portsmouth – Affordable Senior Apartments in Portsmouth, Ohio

The Douglas Company is proud to partner with Borror Development and Seton Development, Inc. (an affiliate of the Catholic Diocese of Columbus) on Seton Square Portsmouth, a three-story, 57-unit affordable senior living community in West Portsmouth, Ohio. With a contract value of approximately $13.9 million, the project will span about 48,930 square feet and offer high-quality, affordable rental housing dedicated to low-income seniors. Construction is set to begin the first week of November, with an anticipated completion in early 2027.

Seton Square Portsmouth is being developed through a combination of public and private funding sources, including a $10.2 million award from the U.S. Department of Housing and Urban Development’s (HUD) Section 202 Program—one of the largest grants awarded in Ohio. The project also received funding from the Ohio Housing Finance Agency (OHFA), as well as an equity investment from Ohio Capital Corporation for Housing (OCCH) of $8m, Ohio Capital Finance Corporation (OCFC) loan capital of $3m, and a philanthropic grant from Ohio Capital Investment Corporation (OCIC). Together, these resources are helping bring to life a community designed to provide affordable, high-quality rental housing for low-income seniors earning at or below 60% of the Area Median Income (AMI). The site was selected in West Portsmouth for its prime location near a senior center, grocery store, and public parks — all to support accessible, engaged living for residents.

Planned amenities for Seton Square Portsmouth include a welcoming community room, a fitness center, an outdoor walking path, raised garden beds, and convenient scooter storage — all designed to enhance wellness, connection, and independence for residents.
