Introducing Thatcher Flats, Cincinnati’s Newest Affordable Housing Community
Thatcher Flats, located in the vibrant Walnut Hills neighborhood of Cincinnati, Ohio, is a transformative affordable housing development that reflects The Douglas Company’s commitment to enhancing communities through high-quality construction. The project brought a total of 86 units of affordable housing to the area, addressing the growing need for safe, affordable living options in one of Cincinnati’s most historically rich neighborhoods. This venture is our third project with owner Pennrose Properties, LLC.
As the general contractor for Thatcher Flats, The Douglas Company is proud to play a pivotal role in revitalizing Walnut Hills while providing residents with modern apartments. The development was designed by Cincinnati-based architectural firm New Republic Architecture with the well-being of the community in mind. Thatcher Flats offers a mix of one, two, and three-bedroom units, as well as a host of community amenities to promote a high quality of life. These include green spaces, on-site parking, and easy access to public transportation, which enhances the overall livability of the area. The project was completed in November of 2025.
Construction Challenges and Solutions for Thatcher Flats
- Challenge 1: The fire suppression design pressure in the original design for Thatcher Flats was higher than GCWW allowed. To solve this, we met with GCWW countless times to work through different solutions so that a fire pump was not required to meet pressure standards. TDC redesigned the fire suppression system, including upsizing risers and sprinkler heads to allow for a lower pressure.
- Challenge 2: Delayed electrical equipment caused many issues through construction and posed challenges for temporary power in order to condition the buildings during construction. TDC worked around this by providing solutions in the form of temporary power pulled from adjacent poles onsite and using various 2-phase and 3-phase panels to power temporary heating equipment while limiting costs due to forgoing gas-powered temporary heating solutions.
- Challenge 3: Because Phase 2 replicated the first building, maintaining material consistency across both phases presented a key challenge. The Douglas Company collaborated closely with both returning and new subcontractors to ensure materials, finishes, and construction standards matched seamlessly between phases.
